This paper analyzes farmer decisions regarding acceptance and repayment of agricultural credit in Lombok, Indonesia. A survey was conducted during July 2001- March 2002 in Central Lombok, where the current KKP government credit scheme is provided to agricultural producers. Three villages within the regency were sampled, representing various repayment rates of government credit. Data were collected using face-to-face, semi-structured interviews with 65 farmers who had made use of government or other sources of agricultural credit. Capital possession was found to be the starting point for farmers' decision-making in relation to credit use. In Indonesia, national historical records show increasing agricultural credit provision by government, yet farmers seem to be unable to escape poverty. In addition, the repayment of credit has tended to be lower as years proceed. On the basis of portfolio selection theory, this paper finds that whole-farm risk must be regarded as a major reason for the low level of credit flow to agriculture in North-western Kazakhstan. A quadratic programming model was used in order (a) to demonstrate the comparatively high overall risk exposition of a typical farm, (b) to show that an inflow of working capital could contribute to risk reduction, and (c) to illustrate short-term risk management strategies. Although there may be a role for the government in reducing risk exposition of agriculture in its current form, natural and economic constraints suggest to pave the way for structural reforms that reduce the importance of agriculture in the rural economy. . |

The paper aims at studying the challenges of agricultural finance in Armenia. Strengthening the rural credit markets and institutions in Armenia is of paramount importance. The study reviews and analyzes the outcomes of the Agricultural Credit Club Program implemented by the US Department of Agriculture Marketing Assistance Program in Armenia.
